DIWASS is the new European digital system for cross-border waste shipments. Briso EcoTrade handles the documentation for all deals on our platform โ you do not need to submit Annex VII yourself.
๐ช๐บ What is DIWASS?
DIWASS stands for Digital Waste Shipment System โ the central European digital platform for registering and submitting en volgen van grensoverschrijdende afvaltransporten binnen de EU.
From 21 May 2026 DIWASS replaces all existing paper procedures and standalone systems such as MijnILT and the DNA tool. Every transport of recycling material or waste across an EU border must be notified digitally via DIWASS โ including so-called green-listed waste such as paper, metals and plastics.
The purpose of DIWASS: meer transparantie, snellere procedures en betere handhaving van illegale afvaltransporten. The EU is moving from paper to one central digital environment that works the same for all member states.

Briso EcoTrade submits the Annex VII for cross-border deals
As broker/commission agent (Art. 7:414 Dutch Civil Code), Briso EcoTrade handles the DIWASS notification for every cross-border shipment arranged via our platform. You do not need to do this yourself.

โ๏ธ How does DIWASS work in practice?

Deal closed on Briso EcoTrade
Buyer and seller have agreed on material, quantity and price. Payment via Briso EcoTrade is confirmed.

Briso creates the Annex VII
Based on the deal data, an Annex VII document is automatically created with all required fields: waste code (EWC), Green List code, parties, quantity and carrier.

Digital submission via DIWASS (min. 2 working days before departure)
Briso EcoTrade submits the Annex VII digitally via the European Commission's DIWASS system. From 21 May 2026 via the direct API connection.

Transport departs with digital document
The carrier travels with the digital Annex VII document. Paper is no longer needed. Authorities can check in real-time via DIWASS.

Confirm receipt and report processing
The receiver signs block 13, the processing facility block 14 in DIWASS. This closes the document cycle.
๐ฅ Who does what in DIWASS?
DIWASS has fixed roles. Each party in the chain has its own responsibilities:
Briso EcoTrade (broker)
Organises transport, fills in blocks 1 and 12 in, dient Annex VII in via DIWASS namens de deal. Heeft eigen DIWASS-registratie en VIHB number.
Seller / producent
Delivers the material. Needs own DIWASS account as a party in the chain. Does not need to submit Annex VII themselves for deals via Briso.
Buyer / receiver
Confirms receipt in DIWASS (block 13). Needs own DIWASS account. Ensures processing facility is registered in DIWASS.
Carrier / transporter
Travels with the digital document. Fills in block 5 at pickup. Needs VIHB number and own DIWASS account for transport notifications.

Although Briso EcoTrade submits the Annex VII, you as receiver or processor must be registered in DIWASS yourself โ you need to digitally sign block 13 or 14. Without an account you cannot do this.

From April 2026 you can register your company. You need: trade name (as registered at Chamber of Commerce), Chamber of Commerce number, branch number, EORI number (if available)aar). ILT reviews the application within 5 working days.

DIWASS becomes mandatory
From 21 May 2026, all cross-border waste shipments must be submitted digitally via DIWASS. Paper Annex VII is no longer valid.

All Annex VII documents and the associated contracts must be retained for a minimum of 3 years retained by all parties involved โ exporter, importer and processor. Competent authorities may request to see them. Briso EcoTrade stores the documents for all deals closed via the platform.

๐ฌ๐ง Trading with the United Kingdom
The UK is a 'third country' after Brexit โ different rules than within the EU
Trade between the EU and the UK does not fall under DIWASS. The UK has its own legislation: the Transfrontier Shipment of Waste Regulations 2007 (as amended). The competent authority is the Environment Agency (EA) in England, SEPA in Scotland and NIEA in Northern Ireland.

๐ญ Selling to an EU end-processor from the UK
Een veelgestelde vraag is of de regels soepeler zijn als de UK-verkoper rechtstreeks verkoopt aan een gecertificeerde EU-eindverwerker. Het antwoord is nee โ de documentatieplicht is identiek. Legally it does not matter who the buyer is.
What is an advantage bij verkoop aan een eindverwerker: de EA controleert of de ontvangende faciliteit voldoet aan milieunormen vergelijkbaar met de UK. If the final processor is demonstrably certified (e.g.. via independent audit), providing this evidence is straightforward. De EA heeft shipments stilgelegd naar faciliteiten die dit bewijs niet konden leveren.

Annex VII (2013) volledig invullen
Use the British version of the form, not the revised EU version. All blocks must be fully completed โ including for green-listed materials.

Provide written contract
Mandatory contract between exporter and EU receiver. Must include a clause that in case of problems the material will be taken back or alternatively processed.

End-processor laten verifiรซren
Ask the EU end-processor for evidence that the facility operates to environmental standards comparable to the UK. Retain this for at least 3 years.

EA-rapportage per 1 juli 2026
From 1 July 2026: monthly reporting of all Article 18 exports to the Environment Agency, including GPS tracking data and geotagged photos of the processing facility.

Let op: plastic vereist prior notification v.a. 21 May 2026
For plastic waste (B3011), prior consent is required. The UK exporter must demonstrate that the EU processing facility has been independently audited.
